e-CRM / e-Bid — Business Development & Bid-to-Contract
Opportunity to handover, scored and gated end to end — no mailbox in between.
e-CRM / e-Bid is the pre-contract module of Efixera: a pursuit is registered as an Opportunity, scored on a bid/no-bid scorecard, taken through scope review and a commercial proposal with an approval chain, contracted with parallel legal/finance/technical review, and handed over — opening the e-PMS project itself instead of being re-typed from a mailbox.
Opportunity Intake · Bid Evaluation · Proposal (scope, clarifications, estimation, approval) · Contracting · Handover

The status quo
What it replaces
Client requests arrive as scattered emails and tender PDFs with no register, so pursuits are not counted, classified or aged.
The bid/no-bid decision is made informally, off the record, with no scorecard tying it to capability and capacity.
By the time a contract is signed, the won project is re-keyed by hand into execution — the client, contract and scope captured during the pursuit are lost on the way to the project.
Functional core
What the module does
Opportunity Intake & Bid Evaluation
- Register a client request as an Opportunity: client and project information, scope-of-work upload, opportunity-number generation.
- Bid/no-bid scorecard — technical competence, resource availability, experience, strategic fit, financial viability, risk — plus a decision matrix.
Proposal
- Clarification register: technical queries tracked Issue → Query → Response → Resolution → Closure.
- Discipline-based pre-bid man-hour estimation against the rate card, separate from the post-award EVM in e-PMS.
- Commercial proposal with an approval chain — department manager, technical director, finance, executive.
Contracting & Handover
- Contract drafting with parallel legal / finance / technical / executive review and version control.
- Chief-Project-Engineer assignment, reviewed against e-HR competency and workload.
- Handover opens the contract and project directly in e-PMS — no manual re-entry, with a traceable link back to the opportunity.
In context
How it works with the rest of the platform
Opportunity → Project
A won opportunity's handover opens the contract and project in e-PMS through a Core Bridge call.
CPE → Competency
Chief-Project-Engineer candidates are reviewed against e-HR competency and workload evidence.
Single sign-on
One Efixera login and access model across the pursuit pipeline and every other module.
Status quo vs. e-CRM
The difference, line by line
Compliance
Standards this module serves
- ISO 9001 §8.2 (requirements / contract review), AACE estimate-classification practice.
- Shipley / APMP proposal practice and Stage-Gate® as the gate structure (O1–O7).
- Pursuit and proposal confidentiality enforced through the platform access model.
FAQ
Common questions
Can we start with just e-CRM and add other modules later?+
Yes. Each module stands alone and gains value as adjacent modules join it on the same login and access model — e-CRM's handover opens a live e-PMS project the moment that module is connected.
Why is bid-to-contract a separate module instead of part of e-PMS?+
It serves a different buyer — business development, estimating, commercial — and a different bounded context than project execution. On handover, e-CRM opens the `Contract` and `Project` that e-PMS executes through a Core Bridge service call, not a cross-module foreign key.
How does a won opportunity become a live project without re-typing it?+
Handover assigns a Chief Project Engineer, then opens the `Contract` and `Project` directly in e-PMS via an idempotent Bridge call — the client, contract value and scope captured during the pursuit carry straight through, with an `Opportunity ⇄ Project` link for traceability.
Does the proposal link to controlled documents in e-EDMS?+
Not yet — proposal and draft-contract documents don't reference e-EDMS controlled revisions through the Integration Bridge today. Everything else in the funnel (opportunity through handover) is live; this cross-link is the one piece still on the roadmap.
